Does the S-Type have an electronic speed limiter on it?

I think that the 2004 and after models may have them but I'm not sure.

I am looking at a 2003 3.0 L model. Its very nice, but I won't buy one with an electronic nanny that clips you off under 130.

I am looking to remove the speed limiter on my 2003 S-type 3.0 as well. I vehemently object to Jaguar telling me how fast I can drive my car in the U.S. since they don't have the same limiters anywhere in europe. I know that the US is a relatively young country, but we don't need to be treated like children.

I plan on taking my car to the track to find out how fast it will go.

I don't blame you. I bought one anyway and have made it a project to find something that will remove the restriction. To answer your question, most 2003 models have had one installed. It was done under a factory recall sometime in 2004. At one time, I tested a 2003 which I suspected did not have that mod. You can tell by revving your engine in neutral. If it has had the program flash, the engine will not exceed 4000 rpm. If it is pristine (so to speak), it will run to 7000 rpm in neutral. Carfax will show if the car was preprogrammed as many visits to dealerships are reported.

I will post when I find the solution to the problem.
