Replacing 300 series ignition key

I recently lost my car keys. Unfortunately when this occurs it as usual is not straight forward. My car was locked in a narrow garage. My local dealer and Jaguar both informed me I had to get the car lifted and towed to their site to have the a new key programmed.
The cost of lifting and getting the key is quite a huge amount. I am not convinced as this could be a simple locksmiths job.
Security the dealer explained. Most of the old type locksmiths are villains and the key is to be programmed. My question is why can
